ICT Program and Project Assurance

Gateway Reviews and Health Checks are short, independent reviews that identify delivery risks and opportunities to improve program performance, helping initiatives achieve the best possible outcomes.
A Gateway Review or Health Check may be required when project sponsors or governing bodies need independent assurance that a project or program remains aligned with strategic objectives and is positioned to deliver its intended outcomes.
Reviews are usually undertaken at key decision points in a program’s lifecycle, but they may be conducted at any time to assess performance and confirm continued strategic alignment.
The gated assurance lifecycle consists of four activities: assurance profiling, assurance planning, assurance reviews, and review and reporting of action plan implementation and progress.
Evinact applies Queensland Treasury’s Gateway Review methodology, using independent document reviews and stakeholder interviews to assess delivery confidence, identify risks and provide prioritised recommendations at key decision points.
Separate reviews are conducted for each of the following gates:
- Gate 0: Strategic assessment
- Gate 1: Preliminary evaluation
- Gate 2: Business case
- Gate 3: Contract award
- Gate 4: Readiness for service
- Gate 5: Benefits realisation.
Complementary Health Checks provide a tailored assessment of project or program performance between gates or when specific concerns arise.
Detailed reports are provided to the Senior Responsible Owner (SRO) within 15 business days of the review request. The final reports cover, but are not limited to, identified risks, the status of assurance elements such as governance, budget and risk management, key findings and recommendations.
The assurance process strengthens investment decisions by helping leaders determine whether initiatives remain viable, affordable and aligned with strategic priorities, and by directing future investment towards achievable outcomes.
It enables timely, prioritised corrective action to address delivery risks and governance gaps, reducing the likelihood of project failure and improving the prospects of realising intended benefits.
The resulting insights support informed decisions about whether and how to proceed, helping organisations allocate resources more effectively and achieve greater value from their investments.
