Data Spine Strategy

ASIC manages one of Australia’s most significant registry environments, administering more than 30 business, professional and historical registers. To improve data integrity, accessibility and long-term regulatory value, ASIC required a clear strategy for establishing a Registry data spine aligned to evolving organisational priorities.
Evinact was engaged to develop a Data Spine Blueprint and implementation roadmap that would guide future investment, simplify business operations and help maximise the value of ASIC’s Registry data assets.
As Australia’s integrated corporate, markets, financial services and consumer credit regulator, ASIC relies on high-quality registry data to support regulatory functions, business services and economic activity.
However, following previous Machinery of Government changes, ASIC Registry had not been fully incorporated into the broader ASIC Data Strategy 2021–2026.
At the same time, the 2023 Review of the Modernising Business Registers (MBR) Program recommended the development of a Registry data spine and progressive enhancement of Registry data integrity.
This created a clear need to:
- Improve understanding of the Registry data landscape
- Align Registry priorities with broader enterprise strategy
- Strengthen data integrity and accessibility
- Define a practical pathway to future-state capability
- Ensure Registry data could deliver greater long-term value
To realise these objectives, ASIC required a clear strategy that connected current-state realities with an achievable future vision for Registry data.
Evinact undertook a structured strategic review of ASIC’s Registry data environment, combining stakeholder engagement, documentation analysis and market research.
This included:
- Extensive review of existing documentation and program artefacts
- Interviews and workshops with internal and external stakeholders
- Literature research into leading practices and comparable jurisdictions
- Review of current Registry data architecture, strengths and gaps
Evinact then developed three core deliverables:
- Current State Summary outlining data management practices, user needs, pain points, challenges and aspirations
- Personas Briefing capturing seven representative Registry user groups and their needs
- Data Spine Blueprint and Implementation Roadmap defining vision, priorities, actionable steps, transition pathway and high-level cost estimates
Together, these deliverables provided ASIC with a practical pathway toward a more connected and valuable Registry data environment.
The engagement provided ASIC with greater strategic clarity over one of its most important data assets and a practical roadmap for future capability uplift.
