Austroads is the peak organisation of Australasian road transport and traffic agencies, supporting safer, more efficient and sustainable road networks across Australia and New Zealand. To progress national reforms in road asset management, Austroads required stronger data sharing capability and a practical pathway to implement The Data Standard across jurisdictions.
Evinact was engaged to configure a cloud-based proof of concept platform, run national pilots with local governments, and test how road asset data could be shared, harmonised and used to generate actionable insights at scale.
A priority for Austroads was implementing The Data Standard, a key milestone in its broader data harmonisation journey. Achieving this required road management agencies to share data more efficiently and consistently across jurisdictions.
However, road asset data was held across multiple systems, formats and levels of maturity, creating challenges in:
- Facilitating efficient data sharing between agencies
- Standardising and harmonising datasets for reliable use
- Identifying data quality issues and inconsistencies
- Understanding technology and capability gaps
- Generating national insights to support reform priorities
Austroads required a practical test environment that could validate collaboration requirements, demonstrate value quickly and inform a scalable future-state solution.
Building on a previous engagement to establish a knowledge sharing framework, Evinact designed and delivered a proof of concept Data Sharing Platform supported by national pilot programs.
This included:
- Configuration of a cloud-based platform to receive road asset data
- Onboarding councils across five states and territories
- Accepting both manual uploads and direct system feeds
- Ingesting, cleansing and harmonising received datasets
- Analysing data quality, trends and alignment to The Data Standard
- Development of dashboards to visualise metrics and insights
- Delivery of stage gate reports after each pilot phase
Each pilot assessed data strengths, weaknesses, lessons learned and opportunities to scale the platform toward production readiness.
The engagement provided Austroads with a practical evidence base for progressing national data collaboration and road asset reform.
