A couple of years ago, every board and executive team was asking the same question: What are we doing about AI?
In 2025, AI promised transformation. Smarter decisions. Autonomous systems. Entire workforces reshaped overnight. No leader wanted to be seen standing still.
In 2026, the question has changed, and it needed to. Now, the question is: What problems are we trying to solve? And is AI the right tool to solve them?
The hype phase was about activity. Now the conversation is about outcomes.
Expectation vs reality
When I look at where generative AI is actually being deployed across Australian organisations, a clear pattern emerges.
The strongest uptake is in administrative and document-heavy work. Drafting. Summarising. Reviewing. Triaging. Automating repeatable, rules-based tasks.
Recent ADAPT Data and AI and Digital Edge surveys of 233 Australian CDAOs and CDOs found that 35 per cent reported full deployment of GenAI in administrative and document work. Strategic decision-making, by contrast, remains largely untouched, with only 15 per cent reporting full deployment.
That gap between expectation and reality is sometimes framed as disappointment. I don’t see it that way.
AI was never going to replace executive judgement overnight. What it is doing is reducing friction in operational systems, and those gains are tangible.
Solar Victoria reduced average processing times for its solar homes program from ten days to six through automated assessment. In Europe, regulatory checks on complex wind turbine rules fell from eight hours per technical hurdle to 20 minutes. Following the California wildfires, AI-assisted permitting in Los Angeles reduced residential approval times by 70 per cent.
These aren’t moonshots, but they are structured improvements in high-volume processes, and that’s exactly where AI proves its value.
AI doesn’t replace people. It elevates them.
There’s still a lot of noise about people losing their jobs to AI, but the truth is we’re well past that.
The more relevant conversation is how AI elevates people.
When I speak to customers about the tasks they spend hours on, like manual compliance checks, repetitive document review, and processing incomplete submissions, the appetite for automation is obvious.
Initially, people are cautious. Then I ask a simple question: Do you actually enjoy doing this task? The answer is almost always no.
AI adoption is most effective when you focus on automating the work people never wanted to do in the first place.
In regulatory environments, I’ve seen it accelerate licensing and approvals by digitising legacy processes. In compliance-heavy industries, it can interpret complex rule sets in minutes rather than hours. In environmental contexts, computer vision can identify species or anomalies in footage at a scale that would be impractical manually.
The result is redeployment, not redundancy. Time previously spent on manual processing is redirected toward judgement, policy interpretation and stakeholder engagement; the areas where human capability matters most.
The danger of AI theatre
We’ve seen this pattern before.
During the app boom, every CEO was asking, “What app are we building?” without necessarily understanding why. AI has some of that same energy.
Technology isn’t a silver bullet. If your data isn’t structured, classified and accessible, if governance is fragmented, if your people don’t understand how the tool fits into their workflow, AI becomes expensive theatre.
At Evinact, we’re increasingly brought in after organisations have experimented in pockets and realised scale is harder than it looks. Tools have been trialled. Licences have been purchased. But governance is inconsistent, data quality varies, and no one has clear line of sight over risk or return.
Automating something doesn’t automatically make it valuable. You have to be clear about the problem you’re solving.
That’s why our work typically starts with an AI adoption baseline. Where are you today? What data foundations are in place, and is your data AI-ready? What governance exists? What is realistically feasible in the next 6-12 months?
High-feasibility use cases tend to sit in everyday operations: back-office processes, compliance-heavy workflows, repeatable administrative tasks. In other words, the areas where the community already assumes automation exists.
The pattern is consistent. The more structured and rules-based the task, the faster AI adoption progresses. The more judgement-based and externally visible the function, the more cautious organisations become. But that caution isn’t a weakness. It’s discipline.
From pilots to platforms
Those early, bounded use cases surface a new challenge: scale.
Once pilots prove value, organisations often find themselves managing multiple tools across teams, inconsistent governance and fragmented data flows. The conversation shifts from where AI can be applied to how it can be embedded safely and coherently across the enterprise.
Australia has been strong at adopting AI tools. We’ve been weaker at industrialising them; embedding AI into core operations with consistent governance and oversight.

Emerging models such as the Model Context Protocol (MCP) allow systems to connect directly, reducing exposure of personal information and enabling secure application-to-application integration. This moves AI beyond chat interfaces into embedded operational workflows, but those integrations only succeed when governance, architecture and data are aligned.
Governance as competitive advantage
The organisations getting real value from AI share common traits.
They invested in data foundations years ago, and they understand quality data fuels reliable AI performance. They narrow use cases before scaling. They treat governance as infrastructure, not red tape.
Getting data AI-ready can be a substantial piece of work. If you try to boil the ocean, you’ll stall. Start small, learn quickly, strengthen your foundations.
In the public sector context, this discipline is being formalised through clearer, more consistent approaches to guidance and governance. The story of AI in 2026 isn’t one of failure, but nor is it one of unchecked transformation. It’s a story of sequencing.
Start with bounded use cases. Strengthen data foundations. Establish governance. Build capability deliberately.
