Government case study

A regional Queensland Council was preparing to implement a new Enterprise Resource Planning (ERP) solution when they engaged Evinact's advisory services to support them on their journey.
The context
The process to update the core platform, which originally started over a decade prior, has been long and challenging for Council staff. Evinact was engaged to conduct a review and health check of the existing Core Platform Program (CPP) ERP system including a business plan and set of recommendations that would guide Council in the designing and procuring a modern and fit-for-purpose ERP solution.
The method
The process for undertaking the Review included assessing existing documentation and interviewing a broad cross section of internal stakeholders. Our analysis revealed that the current core platform systems were characterised as “siloed” and “not integrated”, hindering the delivery of services to the community.
While some effort had been made to digitise processes through mobile data capture in the field, business processes across all areas still depend on a large degree of manual intervention and paper-based processing. With these findings in mind, Evinact developed a business plan and set of recommendations for Council.
Our advisory team assessed solution options and implementation partners to identify best-fit approach for Council. We developed a business plan based on required technical and business outcomes, risk management, system integration requirements and budget.
The impact
Evinact’s review report and business plan provided Council with the required knowledge and tools to confidently proceed with the ERP replacement. Our advice defined a clear process to select a preferred implementation partner aligned to strategic objectives and business objectives.
Our solution also enabled Council to:
- Establish program governance and assurance,
- Define a change management plan for required migration and training to prepare users for the new solution.
- Establish firm guidelines and clear decision-making process around required configuration
- Change business processes and systems to align with the new ERP solution.
- Establish a plan for data remediation and migration as part of the critical success path.
Evinact also provided independent program assurance across the initial phase of the program to ensure the viability of the program upgrade.
As a result of engaging Evinact, Council was able to move forward in a positive, considered manner in procuring, implementing and operating a modern, fit-for-purpose ERP solution, allowing staff to deliver more efficient, and seamless services for community members.
